In one courtroom in Riyadh, an algorithm sorts, flags, and sketches out a file’s procedural roadmap before a judge even reads it. Not a robe. No folder-fumbling clerk. It’s just a machine that silently completed tasks that used to take days in just a few minutes. The extent to which this has already progressed is still unknown to the majority of people in the Kingdom.
Saudi Arabia has been working toward this goal for years, carefully integrating AI into its legal system in a way that usually goes unnoticed until all of a sudden it does. More than 150 digital judicial services were introduced by the Ministry of Justice under Vision 2030, more than 80% of cases were transferred to electronic platforms, and the Najiz portal was developed into a system that has now handled more than 100 million digital transactions. These are not numbers from a pilot program. Infrastructure is that.

It’s difficult to ignore how legal modernization typically proceeds elsewhere: slowly, contentiously, and frequently undone by a single bar association that opposes reform. Saudi Arabia took a different approach. The AI tools being used aren’t judicial robots that make headlines when they render decisions. Compared to that, they are quieter. Contracts are scanned for risk clauses by machine learning algorithms.
Lawyers can learn where a dispute is likely to end by using predictive systems that have been trained on previous case outcomes. The amount of time spent grinding standard filings is decreased by document generation tools. The change is taking place on the periphery of legal work, which is precisely where it has the potential to grow into something significant.

Arabic is the most challenging technical issue, and it receives very little attention outside of specialized circles. The majority of commercial natural language processing tools are unable to handle the language’s morphological density. Even more complex is legal Arabic, which is layered with regional variations, classical structures, and terminology infused with centuries of Sharia law.
It takes more than just translation to create AI that can actually parse a Saudi legal document. It calls for a level of textual and cultural fluency that is still developing. Some of the existing tools seem to be circumventing rather than overcoming this restriction, which will become more significant as applications become more intricate.
By all measures, the ethical framework being developed around all of this is more deliberate than what many Western nations have accomplished. The SDAIA framework clearly identifies the issues that the majority of AI governance documents gently avoid: explainability is non-negotiable in legal contexts, algorithms may contain bias from their training data, and human discretion cannot be transferred to a model.
The accountability principle is expressed in an unusually straightforward manner: identifiable human officials must bear responsibility for decisions made with AI assistance. Judges retain the authority to make final decisions, evaluate the evidence, and render judgments. AI is not a judge; it is a helper. For now, at least.
That qualification is important. The distinction between “influencing a verdict” and “advising a judge” may become more difficult to make as these systems develop and show their dependability. In this sense, predictive justice tools are especially worth keeping an eye on. Something has already changed—quietly, before anyone got up to speak—when a lawyer walks into a courtroom already aware that an algorithm has given their case a 73 percent favorable rating and the judge has seen similar analytics.
From a distance, it appears that the ambition ingrained in this technology is more important than the technology itself. Saudi Arabia is not copying and modifying the legal technology framework of another country. It is attempting to create one that operates within the legal tradition of Sharia, which was not taken into consideration when designing current AI systems.
The next ten years will provide a more honest answer to the question of whether that works and whether it results in something more efficient and fair without sacrificing the integrity that makes justice worthwhile.
